The stationary blades you see at the front of the engine are stator/ inlet guide vanes used to direct the flow of air into the engine. As the F28s engines are turbojets rather than turbofans, they also don't utilise a fan like what you would find on high bypass engines on all modern passenger aircraft. Therefore the first set of blades you see rotating on a F28 are the first stage low-pressor compressor blades (which we have animated).
